Dioxins are a group of 210 congeners that are highly persistent in the environment. The most toxic congener is 2,3,7,8-tetrachlorodibenzo-p-dioxin or TCDD. The toxicity of other dioxins and pollutants with a similar behavior as dioxins (co-planar PCBs, for example) is expressed as 2,3,7,8 TCDD toxicity equivalents. Many industrial processes involving chlorine, such as waste incineration, chemical and pesticide manufacturing, pulp and paper bleaching generate dioxins.
